I really liked the flirting sidequests in those RPGs... it kept me from the Dark Side in KOTOR!

You had me at Planescape. I'm very interested in doing romance (and sex) in games. My current project will have a relationship dynamic as central to its two main characters, which can vary from embittered to platonically tense to intimately romantic, and will be similar to some of the techniques you lay out here, with lots of embedded writing and hopefully voice acting, if I can get funding for that approved. I'm also interested in sexual behaviors that are more systemic to the game itself rather than written out and scripted, for instance, I'd like to do a game based on Naked Lunch where you can have sex with literally anyone, and sexuality is a variable along a sliding scale. Obviously thats less romantic, but different approaches work for different contexts and commentaries.

One thing that really has to be stressed is the relative maturity of romance in Black Isle RPGs. Most of the characters there are mature and they behave like that in-game, you can feel that in their romances. The believability of the writing really made it for me in Baldur's Gate, Torment and KOTORs. It is just so rewarding to play an RPG where love is not only the teen sort heartbreak. Although I DO love Final Fantasy X:)
