This is known as the "Peter Principle"- any hierarchy will eventually promote someone to a position they can't perform well in, under the (flawed) logic of "if they're good at X then they must be good at Y".

Yes, and there is a corollary to the Peter Principle (highlighted and named by an author I won't quote because he's a milkshake duck, even if he is right about corporate structure) which says once someone is at that level past their competency, they will get promoted one more time into middle management. Because incompetent middle managers can be fairly useless without really impacting the product and only be a minor inconvenience to the workers below them. While executives above them can safely ignore their bs. It's why I have 5 bosses, and basically can safely ignore 95% of things they tell me to do.
