As a life-long Englishman, I think it's fair to say that the majority of my countrymen are, on a day-to-day basis, wholly uninterested on the goings-on around them, and that the lack of response at the airport by the other was actually just a typical example of English "sod it, I've got my own problems, and I've got to sort it out myself, so should you" attitude, and shouldn't be taken as racism.

As much as anything, every country has it's own loose bands of racists, and she had the misfortune to meet one of the worse examples of them. He did go too far, I wouldn't like to be insulted like that, but labelling an entire country for the shortcomings of a couple of people, that carries a whiff of racial stereotyping in itself.

I believe the word you are looking for is ethnocentrism [http://en.wikipedia.org/wiki/Ethnocentrism], not racism.

The majority of Welsh and the English are of the same race, specifically Caucasoid. If said Welsh or English person was a Capoid or Congoid (sub-sects of the Negroid race), or Mongoloid, and said person was specifically targeting a Caucasoid via skin color (or vice versa), then yes, it would be racism.
As it stands, "Welsh" and "English" are cultures, not races. A little anthropology goes a long way in understanding the world.
