Looking for a screen shot program

Looking for some sort of free or cheap program that will allow me to take screenshots that can be turned into a gif or video. but i want the program to allow me to change how often it takes a screenshot. like once every 5 sec or once every hour or something like that.

Does something like this exist?

I'm fairly certain you can something like that with Fraps, if not you can record with Fraps, then save as a .Gif and use that.

Fraps is $10 if I remember correctly there is also a free version, but I think that only lets your record 30 seconds at a time.
