Well yeah, because they're an integral part of the game and your progression through it. And yeah, shitty moral choices do count as gameplay - not important ones particularly, but it's still there, and if it's not gameplay then what is it?
Is everything in a game gameplay then?
Anything that requires your interaction, especially something that requires you to progress.

To everyone responding with a joke about ME2 - you're not clever.

Also, I'd say that the worst thing that could happen to it is too much focus on the gameplay.

I don't play ME games for the gameplay. And probably not that many people do.
-And yet a very common criticism about ME1 was that the shooting was rather weak. They tweaked the shooting to make it more action packed (messed up somewhat with the ammo, but that's a minor gripe), and everyone complains about that and wants the old shooting back.
-Everyone hated elevators. The elevators are gone and we have loading screens that stop being interesting after the first hour. People complained about that too (though between the two, I prefer the elevators. At least the conversations between squadmates were amusing).
-Everyone hated the Mako. The Mako was trashed and we got the mining minigame. People hated the mining minigame (I personally didn't rage at either, but the Mako side missions annoyed me more than mining).
-Oh, and the side missions themselves. They all took place on some horrendously mountainous and unremarkable square of land that we scour every inch for in order to find metals and artifacts, then we look for an equally unremarkable building or mine and kill everything inside, then we leave. Boring as hell. Those were trashed. Now most of the side missions were more linear and your goal actually felt like it had some impact (especially with the Loyalty missions). People are complaining about how the game is one massive side story. "We're just collecting people and clearing up their baggage. Why aren't we blowing up Reapers?" Bioware just can't win.

Edit: I guess I should note that this comment isn't exactly directed at you. It's just that your little comment about "focusing too much on gameplay" made me realize how many problems Bioware tried to fix only to get shot at again anyway.

Everything but non-interactive cut-scenes counts as gameplay. I will say, I think what you meant initially was "combat mechanics", as that was what they primarily improved between ME1 and ME2.

Alright then.

I did mean "combat mechanics".

I'm guessing that my definition of gameplay includes something more active, but yours is definitely more correct.

I just posted on the topic of if mass effect would make a good mmo.And people were generaly for the idea in a sense of were it expands the universe but ultimatly ruins it.

So I thought what is the worst possible direction they could take mass effect in after number three?I came up with two of my worst which are

:cart racer
:click and point adventure/text game

so what do you guy's think could go wrong?
Action FPS game, with 1 character, lots of eyecandy scripted events, supercasualfriendly game, well that's where EA is taking the industry to: a minimalistic work as a way to get lots of Dough ($).

I'm finding that I'm one of the few people who seems to have NOT hated the Mako from the beginning. Sure the terrain got really rough sometimes and it was annoying to find the one route over the mountain, but it was a space tank with a sort-of jet pack!

I also didn't mind the elevators that much. The conversations were kind of amusing, if you got the right people in there.

I think I like the side missions from the ME2 better, although there didn't seem to be as many of them as before.

And OT: I'm going to echo a lot of people and say to make it like COD. Although someone once mentioned the idea of making like Star Wars Battlefronts. Those games were great shooters and I can easily see Mass Effect fitting into that style of gameplay. Plus they are both in space. Or to make Mass Effect a survival horror game. Bad idea.

Making Mass Effect into a MMO would be the worst thing ever ........ "Quick, everyone hide behind something"....

A ME MMO or multiplayer game would be like playing hide and seek.

I actually think a ME Co-op game would be fun if the maps were designed in such a way as to accomodate it.
