So I'll preface this with some explanation as to the specific setting: I'm a writer, and I've got several ideas on the back burner. One in particular hasn't stopped bugging me for months. The end result is that I have built up a fairly rich universe in which people with special abilities exist. So I thought I'd put that work to some more immediate use, seeing as I'm not presently writing the books I have planned for it, though I do intend to! In the meantime, it's a great setting for an RP.

In the 1960's, a young geneticist known as Roy Vaus developed in secret a stem cell based formula that could incite abilities in its host. The nature of these abilities was random and unpredictable, seeming to be determined by genetic factors. It was the first step on Roy's path to extend his own life, and attain power. There was, however, one drawback. The serum would only take effect if administered prenatally. Not one to be discouraged, Roy used secret channels of influence to administer the serum worldwide, undetected. Pregnant women would be administered the serum by seemingly harmless means, such as supplement injections. And so, this went on for decades, with Dr. Vaus continuing to tweak and develop his formula all the while, in the hopes it would prove useful to his cause.

And so, a small percentage of the population was born having been dosed with this serum. And the children would grow up, unaware of their nature. They would function completely normally until their adolescence or early adulthood. Between the ages of 16 and 21, their abilities would manifest. And so the world became aware of these 'Meta-Humans.'

Decades down the line, Dr. Vaus' experiments still have not been discovered, and Meta-Humans have become a widely accepted facet of society, with a publicly acknowledged government sector, the Meta-Human Regulation Bureau (MHRB) coming into being. Meta-Humans were tracked and registered en-mass, being listed into 'generations', based on the decade of their birth. In times when Meta-Humans have posed a threat to society or civilian safety, it has been the MHRB that has put them down with lethal force, be it with a bullet to the head, or their own disciplined Meta-Humans.

The year is 2020. It has been two years since the 'Chicago Incident'. During said incident, a powerful Meta-Human terrorist, known as Reaper, detonated a dirty bomb in the heart of Chicago city. Drawing power from the horrific civilian casualties, Reaper proceeded to go on a rampage, leaving destruction in his wake. In the end, however, he was stopped by a former government lapdog, an anonymous Meta-Human code-named Ares, known in certain circles as the 'Meta-Hunter'.

Within reason, a meta-human can have any ability you can think of. However, two things I will be treating very stringently (and you might want to avoid) are healing factors and mind control. While there are instances of these things existing in universe, I need to put my foot down here, for fairness reasons. I won't disallow either entirely, but if that's what you go for, I'm going to pay particular attention to its limitations.

As with most RPs I play in, I am happy for players to have multiple sheets. However, at least one of these sheets must be between the ages of 16 to 21 (if they are a Meta-Human, this would make them generation five, and inexperienced. They will not, at this stage, have very good control over their abilities. They may not have even discovered them yet, but that's up to you.) They do not, however, have to be meta-human. Said character will be enrolled either in the city's high school, or in the local community college, or have some other reason to be in the general area. This makes them easier to locate for arc 1 events.

Aside from that, you can create any character of any age you wish. They can even be members of the Bureau, or members of the religious anti-Meta-Human organization, or anything you can think of. With the exception of Bureau Operatives, these characters won't have much to do in arc 1, though. Also, Meta-Human Bureau members usually have some manner of handler, although if you can make a convincing reason for a solo flier, then fair enough.

This is not a stats based RP, but a prose and story telling based one. There's no winner. It's about the chain of events, and the character arcs.

Name: Nick Compton

Age: 18

Gender: Male

Meta-Human?: Yes

Profession: Student

Ability: Kinetic charging. Nick has the ability to supercharge an object with kinetic energy for movement, and even detonation.

Skills: Other than rolling a pretty nice joint, nothing to speak of.

Personality/Biography: Left at the fire station as a baby, Nick grew up in an orphanage for the first ten years of his life. Shortly after his tenth birthday, he was adopted. While at first, he was skittish about his adoptive parents, he soon came to love them, although his past still made him something of a problem child. At the age of sixteen, he started smoking marijuana, and generally slacking off in his studies. Nick is cocky, but charismatic. His occasionally arrogant demeanor rubs some people the wrong way, but he is rarely without a large crowd of friends, wherever he goes. Nick's powers manifested at the age of seventeen, in the middle of a particularly stressful exam, resulting in his desk blowing up. This was seen as further misbehavior on his part, and he was put in detention. And the school's Meta-Human guidance counselling program, which was probably for the best.

Nick is just shy of 6', with a rangy build. He never goes anywhere without his motorcycle jacket, although he has no bike to speak of. He does have his license, though. His hair is brown and perpetually untidy.

Other (e.g. personal effects/equipment): Nick tends to carry a lot of spare change with him, including an inordinate amount of pennies, as they are very conducive to his ability. Through the power of the internet, he has also gotten a pair of telescopic batons that he keeps in his bag, through which to channel kinetic energy.

Name: Isiah Freeman

Age: 33

Gender: Male

Meta-Human?: Yes

Profession: Bureau agent.

Ability (if applicable): Mineral mimicry. Isiah is able to alter the composition of his body to match that of any mineral he touches, with his strength level adjusting to match. Functionally, this means he can become a literal metal or stone man, able to exact terrifying force.

Skills (mundane): Like most Bureau operatives, Isiah possesses tactical training, hand to hand combat training and a respectable level of marksmanship.

Personality/Biography: Isiah is disciplined and serious. He won't take any of your bullshit. Equally though, he is introspective and philosophical, and loves an interesting conversation.

Born in the Bronx, Isiah grew up on the wrong side of the tracks. His powers manifested when he was nineteen, in the middle of a racially motivated assault. Suddenly his arm became like the brick wall it was touching. Surprised, he lashed out, breaking the jaw of one of his attackers. The others fled as the brick red surface spread across the rest of his body, leaving him to deal with his new abilities. It took him two days to figure out how to change back.

Fresh out of college at 21, with a Bachelor's in Sociology under his belt, Isiah signed on with the army for a quick wage and a roof over his head. It was after several years in the service that he was recruited by the Bureau. Isiah's job is check up and mop up. An intimidating presence tends to make the more anti authority Meta-Humans fall into line. And when something does happen, he is well practiced at getting his hands dirty.

Isiah is a large, broad shouldered African American, standing at a terrifying 6'6. His head is shaved, and he has a trimmed goatee, though this disappears temporarily if a mineral hide spreads across his face for protection. Like most Bureau operatives, he wears a black suit and tie.

Other (e.g. personal effects/equipment): Isiah wears a ring made of high carbon steel to aid his powers. On top of this, he wears a pendant fashioned from granite. He also carries the Bureau standard Beretta 9mm pistol in a shoulder holster under his jacket.

Any serious influences this has on pop culture or geo-politics?

Name: Ciri J.

Age: 20

Gender: Female

Meta-Human?: Y

Profession: Ciri does deliveries for a pizza joint in her block. She gets around fast.

Ability (if applicable): Teleporter, or Jumper. She can jump from location to location at ease, going through short distances mostly. Her favorite trick is 'wind surfing', which involves jumping from location to location in mid-air, using the momentum to lift herself up and forward, tossing herself in different directions and falling through the air. Another nifty ability is to teleport away objects that are near her, so she won't turn up naked every time she pops back into the sky.

Skills (mundane): Ciri's a decent enough painter, and she's saving up money for her arts degree.

Personality/Biography: Ciri's a quiet little girl from North Dakota with a love for baseball, apple-pies and her mom. At least that was the case until her younger brother was diagnosed with leukemia. Her parents sold their farm to pay for his treatment and Ciri lost her childhood home. They moved to the city to find work and be closer to Alex's hospital. Alex was Ciri's younger brother, and when he was 14 he let go and went to sleep for the last time. The death tore the family apart - her parents blamed each other and Ciri for Alex's death, and the family deteriorated into episodes of binge drinking and spousal abuse.

It was in one of those episodes that broke Ciri from her human shell and exposed herself to the innate ability she harbored all those years. She protected her mother with her own person from her father's heavy hand. The drunk, deranged and clinically depressed old man hit only the wall and was stunned to find his family missing. Ciri and her mother turned up in the kitchen behind the wall - both were in shock, but Ciri was enough in control to lock her father up in his own room and call in the cavalry. She left her broken home, or what was left of it. Her father is still spending time in the state penitentiary and her mother is now a volunteer for a cancer-support group, living alone to alleviate the suffering of people like her.

Ciri found solace and escape from reality with her art. A lovely little heroin, she would brighten the mood of her parents and classmates with cute little drawings she doodled while in class. As she grew older her drawings improved, and in correlation so did her grades fall. She hardly attended her last semester of senior year and barely passed her exams. She imagined her work could make her famous and obscenely rich, but nobody was interested in her when she struck for the slick city on her own. She opted for the only job she could get, and had to live with the fact she owned her work to her creepy new powers.

Ability (if applicable): Limitation Inducement: Martin perpetually emits a 50 foot anti-mutant aura. If a mutant enters it, they lose any powers they might have until they exit his aura. He can not focus this, though he can temporarily turn it off if he wishes.

Skills (mundane): Agent training: Martin is highly agile, trained with guns and in melee combat, and is highly intelligent.

Personality/Biography: Agent Martin Buner was recruited at the age of thirteen, when his innate ability to cancel out mutant powers was discovered. Working as an ace in the hole, Martin's powers have led to the capture of dozens of rogue mutants. He used to be married, but his wife died in childbirth, leaving him to raise his son, Adrian Buner, alone. Martin is a high ranking agent, though is unlikely to rise out of field work, due to the utility his power offers. This does not frustrate him too much, as he would lose too much time with Adrian if he were to get promoted.

Marin Buner has little remorse for other mutants, finding most of them to be chaotic, or problematic. He tolerates those who work with him in the Bureau, but even then would prefer to simply work with regular humans. He has witnessed first hand the damage that these people can cause, and seeks to be the end of the violence, if that would be at all possible.

Other (e.g. personal effects/equipment): Basic agent equipment, guns, knives, whatever the mission calls for really.

Currently he is only capable of emitting poisons onto blades, though the future might hold a bit more for him. He knows how to use a gun, taught by his father, and has taught himself how to properly use a knife.

Personality/Biography:
It was an odd day when Adrian Buner, son of Agent Martin Buner, discovered he was a mutant. His father had always taught him to be cautious around mutants, that they were untrustworthy and generally not good people. Which is part of the reason Adrian has hid his mutant abilities from his father for so long. Not that his father's ability makes it too difficult, hard to expose your mutant abilities when they are constantly suppressed. Adrian's discovery of his mutant abilities intrigued him enough to get him into the field of toxicology, which he is currently majoring in at his university.

Adrian is ashamed of his mutant abilities, and generally tries to avoid exposing them to people. He works under a persona in the mutant world, and due to his ability to make people collapse dead sometimes, word has spread about a mutant named "The Cobra". IT's difficult to say where Adrian intends to take his powers, but he has always avoided signing up for the bureau, as they would without a doubt discover his abilities. He respects his father, but knowingly works against him on certain occasions, especially for certain mutants if given the proper incentive.

Name: Charlotte 'Charlie' Williams

Age: 21

Gender: Female

Meta-Human?: Y

Profession: Bartender at One-Eye Merry's

Ability: Charlie is an electrokinetic, being able to absorb and manipulate electrical currents. She can not, however, create electricity herself, meaning she's only as powerful as her surroundings allow her.

Skills (mundane): Other than pouring a damn good whiskey, Charlie is an amateur vocalist and pianist regularly playing sets in the bar she works for a bit of extra cash on the side. Smoking is a skill too, right?

Personality/Biography: Born in the UK, Charlie's mother put her up for adoption shortly after her birth. A troublemaker from the start, she went through several foster care homes until she was old enough to set out on her own, at the age of 18. Charlie became a drifter, travelling through most of the UK, she took bar and waitress work wherever she could, staying in cheap hostels. Several times a month she would also play late night singing sets, usually with very little public turnout, but she never really sang for other people, she was just glad she got paid to do something she loved. Charlie earned enough money to travel further afield. Visiting much of Western Europe, she eventually found herself in Westlake City, California, at the age of twenty.

Although a very troublesome youth, Charlie's anger and frustration as a child eventually matured into a mischievous and playful personality. Her time travelling has been nothing but a boon for the young woman, giving her many different perspectives on life and how fortunate she is to be able to go anywhere and do anything. (As long as anything only requires several sub par GCSE levels.)

Cautious, but ultimately friendly, Charlie enjoys the silent company of others. At the cinema, a bar, a bustling marketplace, she requires very little actual social interaction. Why would she? She's spent most of her life alone. That's not to say she isn't friendly when approached, just don't expect her to go out of her way to make conversation.

Standing at five feet and eight inches, Charlie has a lithe build, maintained by a stringent jogging regime and diet. Well, that's what she tells others. Being a poor illegal immigrant who would rather buy cigarettes than food does wonders for the physique. Sporting a pixie cut, her hair is a very pale blonde. Fox-like blue eyes, high cheekbones and a sly smile contrast the soft curves of her face and pale complexion. Charlie has a number of piercings in both ears, and is very rarely seen without her red shemagh scarf. Her regular attire usually consists of faded t-shirts, even more faded jeans, and a pair of 'exceptionally worn' canvas pumps. What? Clothes are expensive!

Charlie found the city much to her taste, having been living and working for there for six months before her powers manifest. Small things at first. More static shocks than was feasible for even the unluckiest of people with the fuzziest of carpets. Smaller things lead to bigger things. Shorting out the building by touching a light switch, overloading electrical appliances, or finding battery based equipment such as mobile phones were drained of power within moments of just being charged. Many a kettle have died at Charlie's hands, much to her tea-loving dismay. Over the next six months leading to her twenty first birthday, the girl finally realised she was the cause of all the electrical fluctuations. Mostly relieved that her apartment building wasn't just on the fritz, Charlie learned to control her powers.

Mostly to cut her electric bills to a fraction of what they were.

Now, the immediate problem here is that while power neutralization is something that needs addressing in universe, it's not something I really want to trust to a regular player. If it's involved in this RP, it'll be something I use as a very specific plot device.

Well that throws a wrench in both of the characters. I will think about maybe making another or just altering the ones here, but I will probably just withdraw if that's the case.

Name: Toni Mehra

Age: 17

Gender: Agender (determined male at birth) (they/their/them pronouns)

Meta-Human?: Y

Profession: Highschool Student

Ability: Toni is capable of forming and forcefully propelling razor edged force fields. They can also use them for protection of themself and others. Later they will be able to line their body with small scale-like fields as a form of armour.

Skills: Speaks fluent Hindi and English,in their spare time they create stencils and do graffiti art around their neighborhood.

Personality/Biography: Toni is a plucky, fiery youth acting out under the pressure from his successful parents. From a young age Toni has been seeing how much they can get away with and how far they can push the limit of their parent's patience (and wallet). They have been going to private teaching institutions supplemented with tutors for most of their life, but routinely get kicked out for bad behavior and vandalism. Their parents, decided that all the restriction that private schooling provides was too much for their child, decided to send him to the local public school as a way of getting him to behave more like normal kids.

This hasn't worked very well. Toni continuously breaks rules and gets into fights. They are clever for their age and has gotten good grades when they apply themselves, but they just don't consider schooling to be 'right' for them. They don't have many friends thanks to their prickly personality and often wander the streets after school, messing with passerby's and designing stencils.

It was during one of these moments when Toni saw a mugger bearing down on some poor soul homeless individual in an alleyway. While Toni was not really one to care too much about the homeless or people being hurt, on a whim brash whim he stepped to intervene.

Now, Toni is short, skinny, Indian kid, with a mop of dyed-blue hair that hangs into their eyes. Not the most threatening individual on the planet. Despite this is they are a fairly good throw (Their father was a fan of cricket whenever they had their limited time together) They lobbed one of their spray cans at the mugger and it collided with their buttocks. The man whirled around and glared at Toni, who was having a right laugh. The mugger began advancing on Toni, who, bolstered by his direct hit, charged and tackled the mugger. being the skinny kid they are though, Toni didn't manage more than to shove the man back a few paces.

The resulting beating was pretty severe from the mugger's perspective, as he wailed on the kid a few more times, even after Toni had curled into the foetal position and stopped making and sounds except low grunts. The truth was that Toni was barely feeling the blows, his force fields kicking in and protecting them as the boot or fist connected.

For weeks after Toni has been messing around with their powers, using them to levitate himself up to higher ground to deface new walls.

Other: Finger less gloves to help him climb around the buildings, a backpack with a number of different spray cans, and a few dollars change.

Ability (if applicable): Time manipulation. Seb can slow time to the point that it stands still, whilst the world around him is effected he is not. He can include others in his unaffected state as long as he is touching them when he uses his ability. The longer he uses the ability the more detrimental the backlash is when time is restored to normal, short periods will cause nose bleeds and head aches, longer sessions cause migraines and vomiting. Reversing time will most likely kill him. He can also see/sense moments in time, the stronger the emotions involved in the moment the longer they last.

Skills (mundane): Is a parkour enthusiast, rock climber, cyclist. Has self taught himself to pick locks and some basic slight of hand card tricks.

Personality/Biography: Seb grew up in the South East of England, his mother was a teacher and his father a film producer working for the BBC. He graduated from secondary school with good exam results and went to college where he did mediocre in his A-Levels. When his friends went to university he decided to go traveling, spending 3 months exploring Australia and New Zealand, When he returned he began working for an outdoor activity company that specialised in taking under privileged city kids on weekend trips to climb, surf, canoe and do other similar activities all over the UK. He and his parents moved to Westlake recently, when Sebs father was offered a job with a US based film company.

Seb's powers only recently developed, his friends threw him a leaving party with a day of climbing, at a local center they were regulars at. When one of his friends ropes snapped and they began to fall, time seemed to stop, it was then that Seb realised that he hadn't. He managed to grab a heavy fall mat and drag it into position in the time that his friend had fallen a few inches. Time reverted itself and his friends life was saved, everyone had cheered Seb and the party had turned into a celebration. Seb had smiled at saving his friend, a trickle of blood flowing from his nose. In the days before he left the UK he has experimented with his power, slowing time to catch a pigeon in mid flight, to catch a ball he had thrown across the room. He also found that he could sense time stamps where intense emotions had occured, crossing the road one day he found he could tell the time, down to the second, that a young boy had died when he was run over. The sadness of the situation washed over him, as he could almost feel the anguish of the driver who had accidentally killed the boy, the shock realisation by the boy himself as he passed on.

Despite Sebs privileged background, he isn't spoilt and doesn't expect anything on a silver platter. His father taught him from the start that you have to work hard to earn your due, his father never gave him money that he hadn't earned, except on Birthdays. He himself is like his father, preferring people learn and work for rewards rather than give it away. He will help you but he won't do it for you.

Personality/Biography: Very quiet and shy personality wise, preferring to stay out of the center of attention. However the day he discovered his abilities, was the day he found it much more difficult to stay out of attention.

He started to constantly have cold hands, he would wake in the middle of the night to find his bed soaked in what he assumed was sweat, often times when he wasn't paying attention to what he was writing, his books would have splotches of water on them seemingly from no where. Never did he think these things were linked to some possible meta-human ability. One day after gym he was having a drink at the fountain when he suddenly stopped feeling the water hitting his tongue, on inspection coming to notice the jet of water replaced by a solid icicle.

He quickly tried to pull away out of shock, but his hands were stuck to the fountain, in fact, the whole thing was frozen over the outside, he looked from side to side to see other students surrounding him, pointing, staring, he immediately wanted to get out of the situation he now found himself in. The ice then evaporated into air almost instantly, his hands had become so cold that he could no longer feel his fingers, just the freezing chill, he held them to his face to see them completely blue, as he moved his fingers his skin seemed almost solid, the outer layers of his hands had become frozen over, yet still maneuverable as ever.

One of the teachers quickly rushed in to the scene, silencing the other student and escorting Jim out of the gym. He was taken to the school MHRB representative to be tracked and registered, along with an explanation to his sudden found ability, although not fully understood. Anything Jim touched would turn to ice, for this special gloves had to be made to account for this, although it took almost a year to get them, and life was not easy during this time.

These events happened at the age of 16, Jim is now 19 and has better understanding of his ability, he also learnt how to hide his abilities, although still unable to fully control them. He now often wears clothing such as hoods which shade his face, he never removes his gloves and seems to breathe out visible air (Such as you would on a cold day) on even the warmest of days.

Basic Look info: Jim is just over 6 foot, Caucasian, he always wears gloves and often will be wearing hooded clothing, quite silent, blue eyes and ice like hands. Medium athletic build.

Ability: It is estimated that most humans only use a maximum of 15% of their brain's processing power. Cipher uses a minimum of 80%. He is quite literally a human super-computer, and this has given the power to remotely access any computing device that he so chooses, and bend it to his will. In the digital realm, there is nowhere he can't go, and nothing he cannot control. As his powers have grown stronger, Cipher is able to access multiple systems simultaneously, even over great physical distances. He can make any computer, or equipment requiring some element of computing power, do pretty much anything he wants, from simply shutting down, through accessing systems beyond the reach of even the most gifted regular hacker, to attacking anyone that Cipher orders it to (where the physical capability of the machine exists).

Recently, Cipher has begun to theorise that, as the human brain is just an organic computer, he should be able to, with practice, adapt his powers to exert control over other human minds. His experiments with this are still in their early stages, and thanks to the far more intricate and random nature of the makeup of organic brains, he hasn't been able to succeed in much more than giving other people hallucinations and sensory overload. Where he has succeeded in exerting some level of influence, it has so far only been in small mammals such as stray cats, and the strain of maintaining such a connection has killed almost every creature he has attempted it with. However, despite setbacks he is becoming obsessed with the idea, convinced that being able to fully understand other human minds is the key to healing his own.

Skills: Physically, Cipher is no brawler. Quite the opposite, in fact. He was always on the scrawny side, and has only become more frail as his health worsens. However, he is quick on his feet, and very good at hiding. When faced with the prospect of physical confrontation, Cipher's go-to tactic is to run away, using his meta-human abilities to manipulate the environment around him in order to sabotage his pursuer. Thanks to his travels, and his inherent ability to rapidly absorb and process information, he is fluent in several languages.

Personality/Biography: Cipher was always anti-social, prone to erratic mood swings and more than a little paranoid, the side-effects of his ability manifesting as something very similar to autism. The double-edge of having such a connection to the digital world, means that Cipher is never fully present in the real one. Without help, he is easily distracted and nervous. Beyond that, he is particularly vulnerable to electric shock. In recent years, these traits have only got worse, and he is in danger of losing his grip on humanity completely, which could have dire consequences for everyone. Cipher spends most of his energy these days trying to wipe any trace of himself off the grid, convinced that everyone is out to get him, as he pursues increasingly insane theories on how to cure what ails him. He desperately need help, but does not trust any authority enough to submit himself to them. Cipher's situation is as dangerous as it is tragic.

An orphan growing up on the streets of Bejing, Lu was kidnapped at the age of six to serve as one of several test subjects, in illegal experiments conducted by a shadowy group of unknown origin. Was their abduction of an as-of-yet undiscovered meta-human purely chance, or did they know something about his heritage that Lu didn't. In any case, the goal of this group, whoever they were, appeared to lie within unlocking the full potential of the human brain. After years of experimental and traumatic procedures, Lu was the only survivor, and the only success. The procedures that forcibly peeled back the layers of Lu's consciousness had unlocked his latent abilities earlier than they might otherwise have done, and amplified them significantly. Unfortunately for the scientists and their backers, as Lu's understanding of his own potential grew, he became aware that there was no cage his captors could put him in that he couldn't escape from. He manipulated the electronic systems of the research facility in which he was being held, killing most of the staff on site in the process.

Homeless and now on the run, Lu went to ground, and spent months concentrating on little expect removing his own electronic footprints, so those that had captured him before could never find him again. A little over a year later, however, the persona of Cipher resurfaced in the United States, as a criminal using his powers for personal gain. Stealing from bank accounts, accessing state secrets and selling them to the highest bidder... if it could be done digitally, Cipher was pretty much doing it, and making a killing too. The fact also that he never had to be front and centre to do any of this, and was well practised at removing traces of his presence, made it next to impossible for any law enforcement or government agency to pin him down. Cipher was never really troubled by much other than making as much money as he could while staying a ghost, until that is, he started getting nosebleeds, dizzy spells, and even vivid hallucinations.

It's unclear whether the brain tumour that Cipher has developed is a long-term side affect of what was done to him in his childhood, or whether the meta-human serum itself is responsible, or whether it's simply bad luck. Understandably, Cipher is not keen to submit himself to the care of any hospital, so that someone might find out for sure. Instead, his increasingly isolated and fracture psyche, manages to blame his current predicament on basically everyone else in the world. He doesn't know for sure how long he has, but for as long as he's physically able, Cipher will stop a nothing in finding out how to fix himself, even if that leads him down a path of subjecting others to horrific tortures.

Equipment/Apparel: Cipher requires no external devices to aid him in his abilities. All he needs is his brain, and the implants that were put inside his skull by force. While he is not a trained marksman, his paranoia means that he will never go outside without both a flick-knife and a snub-nose, 38. revolver.

He is an expert chemist who acquired his training at the bureau and studied in a university, where he assisted a highly-secret research project probing the properties of meta-humans. He holds the power to create concoctions ranging from chemical corrosive drugs to low-tech explosives.

Personality/Biography: Dexter is a terribly deranged and unhinged character whose single desire in life is to sleep well. He had turned into a drunkard, a chain-smoking, drug-abusing psychopath who would be hard-pressed to find a reason for his continued existence except for the joys of dreaming. His happiest moments in life were spent in his dreams and his life before he was exposed to his innate genetic powers. Before his adulthood, before the sleepless nights and drug induced rampages, before he snapped - he was a normal teenager in a normal town, living a normal life. It was his gift - no, his curse - that broke Dexter's spirit and mind. Dexter couldn't sleep anymore - the slightest tumble and the weakest sounds woke him up in the middle of the night. He found it impossible for him to sleep for over an hour, and as he suffered through his pain he found medicine could only double the duration of his naps, but in the process deprive him of his dreams.

That was the problem with Dexter - he couldn't have his dreams anymore. In the rare occasions that he did dream during the night, he woke up covered in cold sweat, screaming in pain at the changes that assaulted his mind and body - his dreams and nightmares came true, opened themselves to the world and wrecked havoc. Once he found himself waking up with a warped face, another horrible time was when he found out he had conjured a serial killer in his hometown. He was stopped only after murdering a score of innocents, including his own family. The murderer spared Dexter which was sitting in his room, trying his hardest to sleep. They were all real, and they were his doing. Frightened at his own powers, he wouldn't let himself sleep - let alone dream - and continue to birth his dark dreams into this world.

He was the the end of a drug-fueled rampage of violence in downtown Atlanta when he was tracked down by the bureau, caught and gagged. At first considered to be a highly dangerous person, they investigated his abilities and helped him sleep again. With the help of expert scientists, Dexter learned how to control his dreams through his sub-consciousness and do good with his powers. They let him sleep well, and for the first time in years Dexter was happy. He was trained to be a full-fledged field agent and was soon turned to the wild, prowling after criminal meta-humans.

His over-zealousness was his downfall, and following a massacre of meta-humans by his own hand - a result of a dream-filled session in the Bureau's laboratories - Dexter was kicked out of the facility. He hated the bureau and vowed to take back what was his, and to sleep again. He wasn't incarcerated, crippled or killed - the scientists knew that alone Dexter could not control himself enough to dream again, and thus he was barred from using his own power.... until a new kind of superhero came into the picture, with the catchphrase "I will make crime go to sleep". Dexter went after the Sandman so he could test his powers - and finally get a good night's sleep.

Skills: Violet, like all Bureau agents, is trained in using a good variety of firearms and in basic unarmed self defense, her preferred method being krav maga (When in doubt, destroy their balls). Violet has studied the variety of powers shown by meta's in depth and even then she's still scratching the surface of how varied they can be. She has found certain repetitions over various cases though and has taken a keen interest in the effects they have on the subject's mental state. So far meta-profiling is a young field but someone's got to get the ball rolling.

Personality/Biography: On the job Violet is whatever you need her to be, the stern school mistress or the smiles and sunshine emissary. When you're dealing with people who can blow your head up with if they get in a bad mood it pays to be flexible, personal views and strict codes can only bog you down in the field.

Outside of work she's civil enough, though these days she's reluctant to open up to anyone besides those she's particularly close to and she doesn't have many of those folks around these days.

Violet started her career working as an intelligence gatherer for the CIA for several years before being transferred to the bureau and undergoing meta-human handler training. Given her previous experience she was paired up with a meta-agent codenamed "Mercy" and the two of them were assigned to cases where preventative measures had failed and someone had to be called in to discreetly take care of a situation. They had a good run of it too, until one mission when they were sent to investigate and pacify (as peacefully as possible) an altercation between a rogue meta-human and a group of anti-meta religious zealots. Things went sour and backup got there too late, finding most of their targets either eliminated or running for it and Violet cradling Mercy's broken body.

What came next was the crappiest vacation of Violet's life as she was given compassionate leave for a month. The MHRB tried to work her back up on indoor casework and desk jokey crap. Normally she wouldn't have minded but once you get a taste for field work you're hooked apparently. It took way too many weekly visits to the support shrink and field skill revaluation for Violet to get cleared to be let outside again but she got there, being paired up with her new partner, Isiah Freeman.

The two of them have been together for about a year now, he's no Mercy but who could be? Violet's still a little prickled that the higher ups have stuck her on check up and mop up jobs but she and Isiah have a good thing going on. Things never stay boring with metas around anyway.

Violet's around five foot seven and keeps her wheat colored hair tied back in a short bun most of the time. She has the lithe build that you'd expect of someone who gets put through the bureau's physical regime, she isn't the muscle of the team though; if things really hit the fan she'd be the first to reach for the assault rifles.

Other: Violet wears the usual black suit (with sensible shoes) and carries the bureau standard 9mm Beretta. She always has her company given phone close to hand in case they need to get in touch or get themselves GPS tracked.

Skills: He'll cook you up a good enough burger and is handy to have on a quiz team. Adrian also speaks a functional amount of Polish - enough to understand when his parents are going crazy - but isn't passionate about it enough to actually focus on learning on his own.

Personality/Biography: A third generation Polish immigrant and fifth generation meta-human. Adrian's powers have only recently started to manifest as he found himself with a rising temperature during the day and feeling under the weather come nightfall. At first he thought it might just be a bug that he had to ride out before he got better. That was before it came to a head one morning when he was brushing his teeth and felt a searing pain in his right hand and scorched a patch of the rug.

Now he's living in fear of exploding or taking someone's head off. He still kinda hopes it's something he can ride out.

Adrian's been pretty lost since graduating high school. The obvious thing would be for him to keep working at the family diner and that's just what he's been doing since he left, part time at least. But even he could see that he'd found himself in a rut and needs something to break him out of it. So after working up enough funds in the kitchen and waiting tables at another local restaurant he managed to get himself into the nearest community college. His dad hoped he'd go into business studies so that they could work on expanding the business. Adrian opted for history.

He doesn't know what he's going to do with it when he graduates, at least that's what he tells people. Deep down he thinks it'd be cool to be a college professor himself or work in a museum or something. Right now though he'll be happy if he doesn't catch fire before the end of the week.

Definitely an interesting power.

One thing, though: Just how combat proficient is he? I mean having learned it from courses growing up gives me some idea, but where does the weapons training come in?

I could understand him being a bit better at mundane fighting than others in his age group, but I hope you're not expecting him to be able to take on, say, a trained Bureau agent without using his powers.

One thing, though: Just how combat proficient is he? I mean having learned it from courses growing up gives me some idea, but where does the weapons training come in?

I could understand him being a bit better at mundane fighting than others in his age group, but I hope you're not expecting him to be able to take on, say, a trained Bureau agent without using his powers.

Yeah that was really my point by using the terms I did, he's no expert blackbelt able to kick everyone's ass, he's just able to defend himself if needed, due to his nature he wouldn't have been in many fights, so he isn't overally experienced in actual fighting either.
So no, he wouldn't be able to take on one of your agents, as I presume they would be pretty tough and experienced

Whilst Reno has gone through the Basic Agent Training like everyone else, he is by no means a field agent. Instead he works in the Intelligence, IT and Communications Department, and as such, highly skilled with computers and similar technology; given how an incident several years ago was the means in which he got introduced to the Bureau in the first place. Recently Reno has acquired a helicopter pilot's license to help provide agents with support out in the field.

Personality:

Although many would consider Reno to be rather intelligent, he still thinks he has a lot to learn regardless of the topic. Reno enjoys a challenge every now and then, but will admit if a problem has him stumped, and is not afraid in admitting defeat under these circumstances. He is respectful of other people's opinions up to a point, only debating if someone is actively getting on his nerves. Whilst not a stranger to violence as a result of a couple of missions he's been on, he doesn't like to see people suffer in pain.

Biography:

Life for Reno in the beginning was simple enough, nothing really troubled him all that much. It was at an early age that he discovered his passion for computers, having a general interest in science fiction, though he was by no means a geek. In his early teens he developed myopia, meaning that he needed glasses to see thing that were far way. Whilst many of said over the last few years that he'd look better with contact lenses, Reno thinks he looks better with glasses instead, saying that they are easier to handle.

During the mid-teenage years of his life, Reno started taking classes in computer science, mainly in the field of creating, manipulating and editing source code for various programs. It was during these classes that he picked up some minor experience as a hacker, and was able to gain control of the college's computer operated climate controls and sprinkler systems in a couple of days. This talent lead him to peruse a career in cyber security, and he spent time learning about the various types of security threats, and the defenses that one could implement.

Through a series of fortunate circumstances, Reno skills as a hacker were eventually picked up by the Meta-Human Registration Bureau who were looking to field new agents within the expanding Intelligence Division; after all, what with all the different and varied Meta-Human's that were wondering about, there has to be someone out there making sure this information is readily accessible. Whilst the job essentially makes him a glorified librarian in a sense, it provides Reno with the opportunity to learn about one of the mysteries of the modern era; just how did the Meta-Humans come about?

Miscellaneous:

Reno is usually seen carrying around a heavily modified tablet computer, which serves as his mobile access to the Bureau data-bank's and a means to remotely hack when out in the field. Wears the standard issue black suit, without the tie and sometimes substitutes the suit jacket for a white lab coat time article of clothing. Hair is a reddish blonde colour and roughly shoulder length with a few strands helping to frame his angular face. Never seen without his rectangular framed glasses. Stands at roughly 6'2'' with a lithe body frame.

Ability: His power is a surprisingly helpful one; the power to change his voice to any noise. He can sound like a distant gun shot or a car crash outside your door, he can even do the thing where you break glass with a magnificent singing voice. With the amount of practice he's gotten, he can do Stairway without a guitar. Still, he can wear out his voice to the point where it's useless, and has no combat ability, unless you're standing beneath glass or easily susceptible to lullabies.

Skills: Acting, picking locks, and a decent runner. Taking a hit is something he's good at, but he's hesitant to call it a skill of his. People like to test stuff like that.

Personality/Biography: Otto doesn't remember his dad too well. A German immigrant, he made his living doing... ugh, "Punk Rock" while it as just taking off and developing. Otto himself never really liked that music his dad pioneered, but he's well aware of it. He grew up with his mom, a wimp and drama nerd. When his powers started developing, he took to it quickly. And so did his mother. Practice, practice, practice, whenever school and drama let free time, you can be sure he was training his voice to make any variety of music. Internet coming along helped further when he moved out, much to his mothers annoyance. She probably wanted to abuse it, judging from the hissy fit she threw at his attempts. She promised he'd never get a bit of help, and in his youth he liked that just fine.

It didn't take too long for him to realize he didn't have a bit of real world skills. He ran with crowds that would listen to his dad's music, and even worse. Cliches, by modern standards, but they were his friends. They taught him how to steal, and how to get into places you shouldn't. He started to get indifferent, but he was quick witted, and knew how to make superficial friends. Favor for a favor became his deal, and would take money to use his powers for certain things. Sometimes, he'd dress up like famous mascots and do their voice perfectly, it entertained kids. Sometimes he'd go to band battles and "sing", able to do entire songs with his voice. Cheating, but no rules against it was there?

He's a pessimist with a dark sense of humor, and is thoroughly amoral. He abstains from drink and drugs. Thinks them his fathers toys, his drug is lying. Fooling people, stealing, if you're paying well enough he'd even try his hand at violence.

Misc: He tries to be clean cut- clean shaven, thick brown hair worn short and combed to the left, and a wardrobe of mostly suits. Still, he himself is a lean and wolfish looking man, thin face and shifty eyed, standing at 5'11. He carries a gun he has a permit for, a silver pistol he doesn't know well, but it's a revolver and it punches holes in people.

Ability: "Flowmotion," [http://powerlisting.wikia.com/wiki/Flowmotion] as he calls it. According to him, his body can get very... light, though he doesn't get weaker. He gets faster, and can push himself off even air for an easy example. It gives him a lot of mobility, though his secondary powerful is one he gets more use out of. Extremely quick reaction time, sometimes faster than his own wits, he can dodge bullets on a good day. He does need more control, though, often times the world can seem so slow around him, and his body lightens when he doesn't want it to. He can even get stuck in the air on his worst days. He gets bad days more often than good.

Skills: He doesn't necessarily LIKE free running, but you could see how he'd have natural skill for it. He's also a boxer, and liked playing football as a freshman. He also has some knowledge of laws and how to handle emergency situations.

Personality/Biography: His father a fireman, his mother a police officer, Abel is aware and respectful of the laws, and prepared for emergencies. He also sees his parents frustrations, and can see some downfalls. He switched between the two after they divorced when he was 10, both jobs too stressful apparently. He started becoming angry. A bit violent. His dad had the idea to get him into boxing and other sports to get his aggression out, he took to the former more though. Otherwise, he was normal until his powers kicked in. He started staying in doors more, ever afraid of just up and flying into the air like a loose balloon. He got into many activities, when the world slowed down, comic books in particular. A voice in the back of his head is interested in following suit. But, the bureau is for that sort of thing, right? He's recently joined the Meta-Human guidance counselling program, just.

Abel is a brave lad, sometimes verging on overconfidence, and can often be self-centered. He's perhaps a bit focused on heroism, he thinks he'd be a good officer when he was younger, but now he thinks he can do more. He's afraid of his powers, but thinks they're pretty damned useful, if he could ever figure out how to control them perfectly.

Misc: Brownish blonde hair, worn at shoulder length, and has a patchy beard. Usually seen in a purple hoodie and otherwise dark clothing, usually in worn running shoes. He's quite athletic in build, with a nose like a beak and large green eyes. He stands at 6'3.

[HEADING=1]Chapter 1: Murder in Westlake[/HEADING]

2020. Two years since the Chicago Incident claimed thousands of lives. It's been just long enough for the name 'Reaper' to fade from everyone's lips, if not the backs of their minds. This isn't fairy tale bullshit though, and there are no endings all tightly wrapped up. All across the world, there are hundreds of thousands of people who grow up to discover they are... not quite ordinary. And where there is power, there are people who must decide how to use it. Where there are people with power, there are people without it who respect, fear, love and hate them. So there are no final endings. There are just moments in between the never ending march of history into the future.

Two years, and a thousand incidents have cropped up across the world, fairly consistently. Some of them were even newsworthy. The Bureau is always busy. Now, however, their US division has something slightly more meaty to turn its attention to. There is a serial killer on the loose. Nothing spectacular when you say it like that. The USA, and in fact the entire world goes through serial killers like copy paper. But this one is a little different. This serial killer is targeting Meta-Humans. More importantly, he or she is targeting Meta-Humans successfully. As you might imagine, making a hobby of murdering people who might incapacitate, annihilate or eviscerate you in any number of ways tends to lead to a short career. Naturally such a series of killings draws attention to the CAA. The Crusaders Against Abominations, to call them by at least their English title. The CAA is perhaps the world's first major religiously oriented protest group to actually be an amalgamation of several world religions.

But evidence appears to point otherwise. There have been a series of twelve killings over the past two months. Some Meta-Humans were predictably registered with the MHRB. With so many registering in droves, it was inevitable. However, some of the victims have not been registered, with their abilities only coming to light through thorough investigation after the fact. All of the murders have been committed with very little collateral damage, noise or fallout of any other kind. There have been no eye witnesses, and people in the area questioned recall little in the way of groups moving around that could not otherwise be accounted for. Most of all, Bureau reasons not for suspecting a mass killing spree by the CAA is that the first murders occurred in Colorado, moving west into Utah, one on the edge of Nevada, and finally down into California, at a rate that implies a person or people are traveling, tracking and killing as they go.

Much of this has been given to the press, if only to assuage conflicts between the CAA and prospective vigilantes, Meta-Human or otherwise. What has not been leaked to the press is that after six murders spread out across three states, the remaining six have all taken place within California, with two taking place in smaller towns near Westlake City. The Bureau is long experienced at suppressing information when needed. For the good of the people, you understand. Local news does, however, report that recent murders in the area have been associated with the 'Meta-Murderer', and Westlake city is abuzz with gossip and rumor.

To calm its student populace, Government representatives are holding a press conference on the campus of Westlake Community College. The day is still and sunny, with people on the streets heading indoors at first opportunity to hide from the heat. A large quantity of students from Westlake High have arrived on the college campus by the busload to hear this conference. Elsewhere, many are watching it live on television.

The buses have arrived at the Community College and disgorged their loads of students. The presentation is not due to start for forty five minutes, and the High School students are allowed to move relatively unchaperoned around the college campus to seek relief from the long bus trip, and refreshment on a sweltering day.

Not everyone is lucky enough to have a front row seat to the conference. Many are watching the live news feed, with cold drink in hand. On a day like this though, maybe they are the lucky ones.

"Everyone off the bus quickly now. Some of us need to go to the goddamn bathroom," came the voice of Mr. Darlington, the head of the math department.

"Yeah, fine, geez," Nick muttered as he shouldered through the throng. It was such a hot day that he had relented minutes before getting on the bus, and put his motorcycle jacket in his locker, leaving him in a tight grey T-shirt, with his satchel over his shoulder. On the upside, today had been perfect for his sunglasses. A pair of smoke tinted aviators he pulled down over his eyes as he stepped out into the sun. Looking around, he rubbed his hands together. Plenty of time to get a drink and check out some college talent.

Clapping someone at random on the shoulder, he said, "alright, we got the run of the place. Let's go drink something cold." The person whose shoulder he'd touched was some guy he vaguely recognized, wearing a hoody and gloves. How the guy could stand them in this weather, Nick would never know. Still, the sweatshirt's material felt like it had been blasted with some seriously chilly AC. Weird.
