I think Mu Onli- no wait thats just PK. Anyways a MMO like that is retarded since you yourself would get owned many times before you could do that yourself. In other words: No fun.

Warhammer Online treats players as NPCs and lets you loot them when you kill them. You don't take their items though, just random stuff that's appropriate for your level.

The only MMO I'm aware of that actually has a true "player loot" system is Eve Online. If a player's ship is destroyed, some quantity of modules therein will be lost, and the rest can be scooped by the victor. This mechanic, along with ransoming is how a substantial portion of the player base pays their own costs (Pirates).

I seem to recall Anarchy Online kind of had a player loot system. If you killed a player, you could loot any cash (and possibly items? I don't remember) that they had acquired since their last insurance contract.

Runescape, if you're 12. I don't mean this entirely as a diss - it's very fun when you're 12, and works as a My First MMORPG. Also, it's browser based, which can be nice if your school system's content blocker doesn't really work.

Games like these will generally be populated with the lowest rung of the MMO players with decent people peppered among them.

Kind of like how PvP servers in WoW attract all the dicks.

Darkfall online and EvE Online springs to mind, both good games, but pretty different. (yes, I consider Darkfall very good since I had tons of fun in the 2-3 months I played before having to quit for exams. Most fun I've had in an MMO to date actually, and this is coming from someone who prefers to avoid PvP.) Some posters here are correct though, these games attract a certain kind of gamers, met a good deal of jolly good people in both games though.
