True Illusion is stupidly underrated. If you can create illusions of the 5 senses(the "true" part) than you might as well change your name to god. You would be invincible in fights if you use your powers correctly.
Mysterio is just fail though

I'd say an under-rated superpower would be photographic reflexes, i.e be able to mimic anything you see someone do. You could use that to become one of the best athletes in the world.

Under-rated, I'd say time manipulation.
No, not time travel, but manipulation. Being able to speed up, slow down, or even completely stop time around you (you being immune to the effect of-course). You could also choose to which degree other things would be affected by your power, in other words, you could move and affect other things, while the time is frozen.
Think of it, every time you are in a bad/dangerous situation, snap, freeze time and GTFO.
Every time someone attacks you, snap, freeze time and WTFPWN him.
You are feeling tired and sleepy at work, snap, freeze time, have a nap and resume.
Or in case you want to be a supper villain or something, snap, freeze time and, take, steal, move, harm or even kill whatever or whomever you want.

Or you can even speed up time, if you like.

You are suppose to meet your friend, but he just called you and told you he's gonna be half an hour late? Snap, speed up time and those 30 min, turn into 5 :)

Possibilities are endless!

Over-rated?......hmmm I'll just go with flying like most. Aside from not having too many practical uses, it's really obvious when you use it.

underrated - time bending. so u can slow and stop time. this would make u almost unkillable and able to do almost anything and win almost anything.
overrated - flying. seriously besides being able to travel a bit faster what point is there to it. you fly up in the air and BAM! you get sucked into a plane engine. really there is just no point and if u had time bending you could just stop time and get an awesome car and go through red lights and you'll be there in no time.

Damn ninja'd. Yeah shapeshifting would an amazing power to have. With you could become the ultimate spy, and could virtually infiltrate any stronghold undetected or even impersonate your opponents in order to spread confusion in their ranks. And of course if things get hairy you could always morph into a bear and get primal on them.

Overrated: Gonna have to add to many people who have already said flight. I mean it is practically useless if you think about it. If you flight too high your gonna have problems breathing and then it's likely you will freeze to death.

Underrated: Technopath. Ok granted it's useless if you're in the middle of a forest but that why you should have some electronic device on yourself. People these day rely more on technology like mobile phone, ipad, ipod etc so with the technopath powers you will be rule everyone!

Overrated: Flight. You do know that the atmosphere is very very cold so if you even reach higher in the sky while flying you will catch a cold once you had landed.

Overrated - Super speed

People's brains have trouble keeping up with speeds over 100 miles per hour. If you were able to run hundreds or thousands of miles per hour like the Flash you'd constantly smash into things because your brain wouldn't be able to keep up, and running into something at that speed would kill you. Super speed is basically guaranteed death if used to it's full capacity (unless your ability to think is somehow sped up proportionally to your movement).

Underrated - Subatomic manipulation

Having the ability to interact with and manipulate particles on a subatomic level is a GODLIKE ability. One could use it to purposefully manipulate energy, create magnetic fields, change the composition of any matter. It's goddamn amazing. If you could also do it to yourself, and do it quickly you could make yourself immortal for as long as you want to be.

I've yet to see a speedster that didn't' have the ability think at the speed they run. I think that just sort of comes with the territory.

Healing factor is overrated, because you need to get material from somewhere. If half your muscles have been blasted off then you need something for your new healed muscles to be constructed from.

I'll just say that non-combat abilities are underrated and combat abilities are overrated. Yeah, you can punch dudes really hard, I get it. So how it will help you to, I don't know, fix your car or pay the bills, or something? It won't. Yet having, I dunno, teleportation makes it needless for you to use any form of transportation. Or, as mentioned by someone else before, technopathy, which will grant you a really steady job in, for example, IT industry.

But I guess everybody wants to throw fireballs.

Under-rated...being quickly able to factorise large numbers made by multiplying two different prime numbers together. Cause...if you could do that. Yeah. IIRC, there's a million dollar reward for anyone who can figure out a method of doing that, which I don't expect to be claimed soon, because a big part of cryptography relies on people not being able to do that.

Overrated:
Teleportation: Line of sight only, otherwise you'd teleport yourself into a wall.

Invulnerability: Seems like it should render you unable to feel much of anything.

Underrated:

Self-Duplication: Literally being everywhere at once.

The ability to transmute matter: The Full Metal Alchemist power.

Telekinesis: Perhaps the most versatile superpower. Super Strength, flight, forcefields, Telekinesis is literally all these powers in one.

Gravity control: Much like TK only potentially more powerful.

Super intelligence. I'm talking Reed Richards, Brainiac level smart. You could make yourself very wealthy and then use that wealth to create devices that mimic quite a few super powers.

Flight and Super strength being over-rated has already been well covered.

Under-rated: super-intelligence. I swear at the point when I was reading Legion of Superheroes in the 1980's Brainiac 5 was the whole reason the team was tough and effective. Important character was at the brink of death due to poison/disease/injury? Brainiac 5 figured out a way to cure them. The whole team was constantly getting nifty new gadgets and technologies because Brainiac 5 was creating them for the group. What I always wondered was why in the heck Brainy was hanging around with a bunch of kids playing at superheroes instead of just fixing all of the galaxy's problems.

Under-rated: Weather control. If a character like Storm existed every government on the planet would be kissing up to her and asking her to help them with (or prevent) droughts, floods, hurricanes, tornadoes, blizzards... the list goes on and on. Not to mention the fact that she could cause any of those things on a nation's enemies, or use many of them to wipe out (or halt) an invading military. Heck, just right where I live the ski industry alone would pay her hundreds of thousands of dollars every year just to ensure the correct amount of snowfall at resorts, and that's a fairly petty application of her abilities.

Underrated: Teleportation, be it long OR short range. Seriously, the ability to just blink away from any given situation is pretty damn awesome. Mind reading too since it removes all your insecurities brought on by people.

I guess people seem to think that extremely high amounts of intelligence is a really good thing. I would disagree, given that being smarter than most just seems to drive real people to lives filled more with misery than joy and they aren't even God-like.

Not to mention that if you can do it on a sufficiently large scale you could conceivably end world hunger.....

I once had a character in the Villains & Vigilantes system whose power was "thought materialization" and when it came to fighting, dropping food on his opponents was his go-to method of attack. But it's harder than you think. Dropping cantaloupes and watermelons on people with sufficient force to stun or injure them required materializing the fruit high enough above them (3-5 meters) that they would often have moved by the time it hit. What actually worked pretty well was encasing them in gelatin up to their necks and *then* dropping the fruit on them.

The power of light. One of the most over-looked insanely OP powers. You can blind, create weapons, travel at the speed of light, shoot light lasers, and even survive being cut in half. Just go look at Kizaru from One Piece. He is the epitome of light powers. Made of it, can manipulate it, and he is one of the strongest characters in One Piece because of it.

Underrated: Perfect Recall. If I could remember everything I ever read, in a year or two I'd be among the smartest people in the world. I only qualify that with "among" because remembering something isn't the same as understanding it. Anyone who's read any of the Miles Vorkosigan books will remember Simon Illyan, a man who ran an entire three-planet intelligence bureau out of his own head because he had perfect recall. He simply never needed notes or records and could parrot back to you anything you had ever said or done about anything ever. Even the spectacularly intelligent Miles couldn't deceive him.

Overrated: Super Strength. Unless you're a soldier, construction worker, or UFC fighter this isn't actually much use. Regular muscles suffice for 99% of life. And what if you were so strong you had trouble controlling it? Imagine every time you accidentally bump into a door frame you demolish it. Every light bulb breaks in your hand. You can't have sex without crushing your partner into paste or at least shattering their pelvis. Not much fun anymore, is it?
