Hasn't it been "America VS XXX" for the past few games, ever since they stopped making good campaigns and started relying on scandals and 6-hour movie cutscenes?

You literally just described what would be a patch in...almost every PC game. Balancing issues, the addition of new items/abilities. And even some console games.
