By teaching them a system of values and morals that are more important than what the child wants.You are saying we should somehow make them WANT to suppress their urges. You accomplish this how?
Sort of like how we teach children to control their violent urges, because violence is very rarely ever acceptable.
If these urges are uncontrollable, then that should mean that the child has a serious problem.
