My respect for Nintendo has increased tenfold, because they actually knew when to fold this time.

Frankly, I don't know what use they had imagined for this device. I suppose for exercise games, monitoring heart rate isn't a bad idea. But people exercise without monitoring their heart rate all the time. So this would be a niche product for a niche within the niche of people who use their Wii to exercise in the first place.
My guess was, like MovieBob said in one of his older Game Overthinker episodes, that it was mainly just there to appease Nintendo's shareholders, and hopefully get more air-time in the Today Show any whatnot, with news and media covering "this mysterious game console that cares about your health".

Compared to that, it's functionality or actual use might have been irrelevant...

But that's just me talking out of my ass.
