Personally, just combine Halo and Oblivion. (without the flood, of course.) I'm never happier with a gun in hand than when I am shooting things in beautiful, open, natural environments. Add some height, like in the AoTCR level, and cross the ruins with the Silent Cartographer.
But that's just me. I doubt that's anyone else's ideal FPS.

Half-Life and Half-Life 2(Not including the episodes, as far as I can tell) did that, too. Also, CoD4, but that one was a bit different because there were two characters to play as.
BreakDown had a full unarmed combat system.
I love my Half-life and it is easily one of the best fps's out there but I really appreciate what BreakDown did. It didn't make me feel like I was playing a Clone of Halo or HalfLife but it felt like something new and different.
