Microsoft is adding Silverlight support to the Xbox 360, and Windows Mobile, in order to encourage advertisers to use it when building their ad units. It has nothing to do with new advertising, and everything to do with making Silverlight more competitive with Flash.
Generally at the moment, the featured ads all seem to be connected in some way to the Xbox and it's services, or at least Microsoft. If 6 million Silverlight developers are creating ads for tv, desktop, mobile and surface, I think at least some of them will expect xbl to feature these ads, and I doubt they are all 360 developers.
Also, I don't think Microsoft would integrate Silverlight into Live if they didn't think it was a lucrative investment. Sure, they can raise the popularity of their format, but if they spot a reasonable cash flow, as 6 million developers really should provide, I'm less than certain they'll hesitate to take it.
The line that both CVG and EDGE have taken on this seems to be that this will lead to new advertising, and I tend to agree, even if that's not stated in the Microsoft press release.
