The "Jewish State in Palestine" was guaranteed by the Balfour Declaration in the 1920s, after World War ONE left Britain and France in possession of most of the Middle East. Britain, the inheritor of Palestine, continuously balked at the idea and insisted on hanging onto the area as a colony...including intercepting and attacking Jewish settlers trying to make their way to Palestine as late as 1947.
Ultimately, the United Nations declared the creation of Israel in 1948 as a means of hopefully settling the violence which had already cropped up between Arabs and Jews. It did not; the neighboring Arab nations immediately declared that the Jews would be "driven into the sea" and invaded.
Ever since, the prevailing Arab view has been that Israel "occupied" the homeland of the Palestinians, who never owned the land even when it was part of the Muslim Ottoman Empire --- they were its subjects. And this despite the fact that the land promised to the Jews in the Balfour Declaration was cut in more than half, with the greater portion forming the new nation of Jordan
as the official Palestinian homeland.
After Jordan joined the 1967 Arab attempt to annihalate Israel, they lost the West Bank and its government began proposing to live in peace with Israel after all. This prompted Yassir Arafat to create the Palestinian Liberation Organization, whose first big move was an attempted coup against the government of Jordan. Thereafter, Palestinians still living in the refugee camps were prohibited from becoming Jordanian citizens for fear that the PLO would come with them.
