Yes, it's a JRPG. Don't let the fact that it doesn't subscribe to a turn-based combat system like the classic Final Fantasy games fool you. JRPG literally means a Japanese-made RPG. That's all. If people attribute other labels and aspects to the term, that's their problem.
Sounds like a JRPG to me, though, in all honesty, the only one that I would consider playing. I hate turn-based combat; so much so that even the pseudo turn-basedness of DA:O makes me hate that game, too...
