Aperture Science: a ton of great engineering, all really misapplied badly. Seriously, everything --
1) The Heimlich Counter-Maneuver.
2) The Personal Home Security Turret.
3) Propulsion Pudding.
4) The Take-A-Wish Foundation.
On the other hand, has one of the most charismatic CEOs in history. One that could take Steve Jobs in a cage match, even in his later years (wait, that's probably in bad taste - okay a YOUNG Steve Jobs)

Great scientists. Unlike Aperture, while they steal the technology, they actually tend to complete products and ship them. However, they also seem to steal these products from Aperture, causing said CEO to
Also one of the most uncharismatic administrators in history, and yet he managed to negotiate a position ruling over the human race. So there's that.
Third Option:
Great ideas, poor execution. But in a good way.
Black Mesa has cut throat executives and industrial espionage, as well as good-minded, brilliant scientists and engineers (as evidenced by their role in the Resistance)
Aperture has short-sighted, but brilliant engineers and scientists.
Black Mesa accidentally cause an alien invasion. If Aperture had the disposable cash at the time, they would have done so on purpose.
Why? To get there first, that's why.
