I'd say Doom trumps Shadow Warrior. Some of that may simply be having more resources though.
On the basic level, Dooms gunplay is vastly superior. Shadow Warriors actual guns always felt kind of meh.
Not to say that either is flawless. Doom has a slightly questionable emphasis on platforming elements for me that makes some sections drag, especially when secret hunting (**** you Argent Tower). For being a throwback to a game where you literally couldn't jump, its odd that they chose to heavily include an oft-reviled component of later shooters. The glory kills are cool, but a bit glitchy in implementation. Not in the sense that they fail, but getting the kill you want for challenge completions is dodgy at best. Since said challenges are locks for some of the best upgrades.... though.
Shadow Warrior kind of lacks an open feel, even in its arenas, and levels overall are downright linear. It also gives you a cool katana and supporting powers, then at various occasions decides to make this completely useless by giving you melee impervious enemies, flying enemies, etc (yeah, maybe you can use shurikens on the first boss, I'm not that masochistic).
