If you go by BMI I'm four pounds overweight. At 5'11 I'd have to weigh 179 to be at an even 25 for BMI, and I weigh 183.
Of course, at 32, with a heart condition, and with bad knees and ankles making it hard for me to exercise like I did when I was in high school and made the junior middleweight limit (154) to do boxing, I think only having gained 30 pounds is a moral victory.
