For me, there are two schools of thought on what dictates weather or not something is anime. Either A they believe it has to do with the country of origin of the work, or B they feel it's a stylistic choice these days. Afro Samurai fulfills both of these qualifications.

I think we have a winner. There are two competing camps on the definition of anime. In the most populus camp, the criteria are that the animated work originate in Japan. In a more general (and less accepted) definition, anime can be defined as a style.
