Liara, but she might have won by default since Kaidan was such a non-entity, and she annoys the hell out of me in ME2.

Kelly Chambers is my favourite though. She's cute, friendly and refreshingly lacking in angst.

I romanced Liara in Mass Effect and Garrus in Mass Effect 2. I love both of them!

Mass Effect 3 is going to suck.
