They're both films about a slobbish rock musician who gets kicked out his own own band and replaced. Said rocker than proceeds to create a new band. Dewey Finn recruits Schoolchilden...
And Robert "Fish" Fishman joins the garage band of a relative.
They both have highly irresponsible adventures with their young charges before having a rock-off against the band who deposed them. In the Rocker, it is Vesuvius, a band full of Americans who have mysteriously developed British accents in the meantime.
IMO, The Rocker is a School of Rock clone. Even the main character having a fish-based name is a pretty clear hint of that. But I do kinda prefer it. It has a more cynical tone, with really cutting digs at the music industry, especially pretentious music videos, and some absolutely brilliant lines of dialogue.

And as the kid leaves, Fish mutters "Moby... Dick."Robert 'Fish' Fishman: How dare you?
Moby Type Kid: Excuse me?
Robert 'Fish' Fishman: How dare you call yourself a musician?
Moby Type Kid: Loads of bands use drum loops!
Robert 'Fish' Fishman: Loads of elevators play Celine Dion - that don't make it right. Now get your Devil Box outta here!
