Naughty Dog without a doubt.

They've never made a single bad game. Infact I think every game they've made is brilliant.

I also loved SEGA back in the day. When they went 3rd party it all went downhill.

Squaresoft were awesome too. When they merged with Enix, it went downhill. hell I even class Final Fantasy X as the start of their decline.

Valve I do also have a lot of love for. It's thanks to them I got into PC gaming. Best thing to happen to my favourite hobby ever. Just wish they'd stop making me feel like Episode 3 is getting Duke Nukem'd. They can give Left 4 Dead a sequel in a year, but 3 years has passed since Episode 2 and no follow up...

Namco have also proven themselves to be somewhat consistent with quality as well. They also made my favourite fighting series ever (Tekken), and my 2nd favourite fighting series ever(SoulBlade/Soul Calibur), which I love them for.

To be fair, were Kameo and B-K Nuts and Bolts really much better?

Steam is annoying and so is HL ep. # whatever.

I am an old-school RPG fan so Bioware, for Dragon Age, Neverwinter, KotOR, and of course Baldur's Gate II (Mass Effect runs like a fat man in traction so forget it).

But I am also a glitering gem of hatred so Black Isle, Ion Storm, Origin, Westwood, and Troika (if they ever could have put out a finished game).

Valve is an epic PC developer... but lets face it. They're a TERRIBLE console developer.

I'm going with Bioware right now since I think their writers' pens are imbued with some type of black art that makes everything gold.

But my #1 is Bungie. Only Valve is equal to how much community interaction they do.

My favorite developers would have to be:
BioWare (Seriously, they've yet to make a game that didn't rock in some form or fashion. No, KOTOR II doesn't count, because they didn't develop it.)
Blizzard (The Two Vikings, Blackthorne (SNES version), Warcraft I, II and III, Diablo 1 and 2, Starcraft 1 and 2, and World of Warcrack. WoW did what no one really thought could happen; they dethroned EQ as the King of MMORPGs)
Valve (Half Life 1 and 2, Counterstrike, Team Fortress 1 and 2, and the very useful tool Steam.)
Bethesda Software (Morrowind rocked, Oblivion sucked, but Fallout 3 and subsequent DLC add ons warshed the bad taste of Oblivion out of my mouth.)

Rare.

Although they have been lackluster with their games and policies as of late, nothing, and I mean nothing will keep me from my extremely fond memories of Banjo Kazooie and Banjo Tooie on the N64. Those games will forever hold a place in my heart as the definition of my childhood.

Hardly a credible way to judge weaht games I have played, especially since I have had multiple XBL accounts and all modern consoles...

still, name a game that Rare have made since they were bought out by M$ that has been great:

-its me pants
-sabre wolf
-banjo kazooie gruntys revenge
-diddy kong racing DS ( N64 remake)
-conker live and reloaded (n64 remake)
-kameo
-perfect dakr zero
-banjo kazooie nuts and blots
-viva pinata

The only game that IMo can be considered remotely good there is viva pinata...if you're 12

Relic. Or to be more accurate, the old relic, the ones who put in the time and effort to make the best game of all time (Homeworld) and who are sadly all gone from the company now. :/

Bungie is also pretty good, in terms of both the games they make and how much they listen to and help their community.

Rockstar, not only do they make GTA which is my favourite franchise of all time, but they've also made Midnight Club, Max Payne, Red Dead, State of Emergency, The Warriors etc, which are all great games too. I'm a fan of Valve though, too.

Valve comes a close second mainly because Episode 3 still hasn't come out despite so many requests from fans...
