Okay, here's the situation; I got myself a used copy of Transformers: War for Cybertron. My problem stems from the game's installation; my first atempt to install it result in the installation slowing down to only 00.01% every 2 to 3 hours, so I tried some advice from a different forum and exited the game and to install it again in hopes of speeding it back up. But now the installation stops at 20.51% while acting like it's still installing.

Any idea what's going on and what I should do?

You say the disk is used, what sort of condition is the disk in? If it is scratched to Hell then it could be that the console can't read the disk.

Well it's used so it sounds like a disk issue, check for any scratches of blemishes. There're a thousand tips on how to clean those online but nothing that works in my experience, short of a refund.

You could try to go into safe mode and check for any corrupt data on the HDD. Console off, hold the power button until it goes on and then off again. Release, then hold it down again. Console will turn on, beep once, then beep twice in quick succession. Release and you're in the safe mode/recovery menu. Choose option 3 for Restore File System and the system will cleanse out any corrupt data (it doesn't harm any of your games/save files). I doubt that's the problem but you might as well try.

Likely a filthy/mauled disc or your PS3's laser struggling with the former due to it being a bit dirty(unlikely, but possible). Take a look at the read-side and if there are any scratches, you're better off just getting a different copy altogether. If it's fairly scratch-free and is just dirty, take a damp cloth to it and carefully clean it. If that still doesn't work, hold the disc up to the light and see if there are any bits where light shines through. It's likely just damage to the art-side, but it can also mean that there are actual bits where data is missing, which can't be fixed period.

I'd just get another copy if I were you. Exchange or refund the new coaster if possible. Another option is to try and test your drive with another game, preferably one that runs primarily from the disc. If there are issues, your drive might have a dirty/dying laser, or the drive might be near its end.

OP, it's not necessarily about scratches.

Hold the disc up, with the paint-side facing away from you. You should be able to see your reflection.

Hold the disc up to an interior light and see if any light is leaking through the main body. Check very carefully for pinholes. If you can see any light at all, there's missing data, and the disc is officially a coaster.

If you got it from GameStop I believe they have a 30-day exchange policy but there's no point in waiting.

If you don't see any light leaking through, you need to very carefully try and remove any tough smudges.
