Clearly GLaDOS. Because (I'm not joking here) she can tempt you with cake. We all thought we were getting cake, if you didn't see the print on the walls you really thought you were getting cake. She'll cloud your minds with cake. Well her or the Lich King. Millions of Undead minions and a fortress it's extremely hard to get up to? Oh yeah and 100-feet-tall Undead Incredible Hulks? You're screwed.

In summary:

Team Rocket - Routinely defeated by a pre-pubescent boy and his electric rat
Sephiroth - Whupped by a quiet dude with a big-assed sword
Pacman Ghosts - Only 4 chances to stun them and return them to their holding pen - cannot be banished to outer dimensions or repelled or repulsed in any way
Dr. Robotnik - Routinely builds subtle flaws into all his hedgehog squishing devices
Bowser - Routinely whupped by liliputian plumbers
GLaDOS - Whupped by someone not even wielding a gun for heavens sake
The Lich King - Requiring vast hoardes of WOW-ers to defeat at any one time (So I'm told)
M.Bison - Unarmed

So I think it goes between The Lich King & Inky, Pinky, Blinky & Clyde

And ultimately, I've not fought the Lich King but i've run away from the boys too many times to count, so they take my vote.
Fix the LK thing please. It requires 10 or 25 people to take him down (I'm not addicted to WoW, I play it, but not every waking hour)--I think it's BS because millions of Alliance and Horde NPC's can't take him down, but 10 or 25 players can take him down. Do the players have something that NPC's do not?

Got to be between Sephy and Arthas, all the others just aren't good enough or have some limitation. I went with Arthas what with the ability to summon phat-off-zombies and all.

To be fair, in terms of the story, PC's are "adventuring heroes" and are thus considerably stronger than mere NPC grunts.

In any case, I am also split between the Lich King and Sephiroth. But in the end, I have to go with Sephiroth. Nothing can withstand the wrath of the blade Masamune!

There is only one possible outcome I can think of... the pacman ghosts.
No matter how badass the other villains are, they can all be defeated or killed; the ghosts can't. They are a constant threat, and the best you could do would be to prolong your death by running, or by sending them back to their pen so they can begin the chase again.

I don't see why people are going for the Lich King. How, exactly is he going to defeat GLaDOS? Poison her or hex her? How will he defeat the already dead (as many have pointed out already) pacman ghosts?

I still go for GLaDOS, because she is the only one that can methodically figure out how to kill everyone else, dead and undead people included. My only question is if she can take down Dr. Robotnik, since he knows his way around machines, but I still trust she can do it...

The cake is not a lie... No from a scientific point of view, anyway...

Sephiroth can Own the Lich King. Cast "Sin Harvest/Heartless Angel + 1 Hit = Dead" Not to Mention he can summon Meteors to take care of his ENTIRE castle. Plus he has a Awsome Theme Song in both Orchastra Version and Metal Version. Everyone knows that the guy with better theme music is the winner.

For some reason I thought "Team Rocket" was the one from Nickelodeon's Rocket Power.

This is more of a debate between who has the bigger fanbase then who is the better villain, but I can't really talk as I voted for GLaDOS after all.
