This was part of George Washington's farewell address, which wasn't an address, but actually a letter that he had submitted to several newspapers at the same time. To be fair, he doesn't say that you can't rule a nation without god. He says that the principles of government, promoting happiness, political prosperity, and protecting rights, require a citizenry with a strong moral development and that a strong moral development can not be maintained without religion. So technically, he just said the government needs religion, not god. One of the more interesting misquotes I've heard is the one about doing nothing and evil triumphing that is attributed to Edmund Burke. I can't give the exact quote because there isn't one.
