Before I forget, can you describe Blue Towers in a little bit more detail, so we don't have different visualizations clashing in-game? How are they fortified, exactly? And a rough idea of how this city is laid out wouldn't hurt either. How many miles across is it? Where is the Green Jewels' dome? Is there a wall around the city? Any major highways that would play a role in territory wars? Any major resource locations that they'd be fighting over, like electrical or water plants?
EDIT: Since we're apparently having a backstory session, I'll go ahead and say that it wouldn't be unlikely for Farley to have run into a few of you, as he travels the city regularly.
The Blue Towers are half a dozen towers in the central district of the city. Between them span dozen of bridges capable of carrying convoys of vehicles, and they also connect to the nearby buildings. However, many bridges connecting to the outside world have been demolished, and now each tower only has one tower that does leads out of their territory; these bridges are guarded, and bear turret emplacements to deter unwelcome visitors.
On ground level, the entrances to the towers are heavily fortified, with thick steel doors and indoor rooms designed to provide the maximum killing ground. At street level, 10 men could hold an equally equipped force of 30 or more. Safe to say, no one tries.
The Towers have all the various areas required to live; living pace, medical bays, hydroponic vats to create basic edible compounds (though scavenging is required for better foods) garages, weapons factories, etc.
The City is vast. A megapolis by our standards, it was standard size when the Atomic Fire Deluge came (We're talking a radius of over a hundred miles). The Jewel's temple is in the factory district, in the shell of an old automated construction area (it is said the Green King guided the thinking machines to build Him a temple, and that they will defend it in times of need). The factory district is midway out for the centre, in the northwest of the city. There, the buildings a low but sprawling, often extending underground, and in stark contrast to the Blue Towers
The City extends out beyond the original city, as the various inhabitants have built ramshackle structures out as far as they can before the radiation starts becoming a serious problem. The Red Eagles influence is most concentrated in these outskirts, where the law of sorts that the greens and Blues exert is weakest, and the clans and rabble-rousers can gather the most support, and people are most in need of comradeship
Tactical focuses will be food and medicine caches (even the Blues like a little variety or stockpile), places where old tech has been found, and functioning auto-factories, which are rare and massively useful, being able to produce things far faster and finer than any human hand, and will continue to do so until they run out of resource, or one of the viruses infect it. (there are quite a few nasty computer viruses lurking around, remnants from the Bad Old Days and the Deluge. there isn't much tech they can attack these days, but anything left over from the War will be quickly overrun)
The roadmap of the city is now three dimensional,though the bridges can be brought down with sufficient explosive. If you want to control he transport routes, then you have to control places where they all meet; transport hubs and the hyper-malls are prime targets. Outside the old city, the transport return to conventional ground roads. However, the roads hardly deserve the word, since they're more like rubble strewn alleys. You'd need a hundred of men to control a kilometer of 'road'
