As for Silent Hills, I might've bought into it being an exclusive, the hype around P.T. seems like exactly the kind of thing that a higher up would have their interest peaked by. But billions? No, and never. Many many millions, maybe, depending on how finished it was, but billions was a foolish thing to proclaim from the get go.
