I like this idea... I like this idea, a lot.
-More options for dealing with rival gangs. Sure outright destroying them is fun, but why not form a truce and work with them, or steal members of their gang and add them to yours. Theres a whole spectrum of ideas that could make this work.
This is stepping into simulation territory, a territory not many people enjoyed out of
Fable II and I can see a lot more absolutely hating it in a sandbox game such as
Saints Row because you're supposed to be this ultimate badass that bends to nothing but shatters everything.
That said, I wouldn't mind such a game being separately made and of its own franchise. I'd appreciate something like that.
-Deal with Troy. I enjoy a good, solid story, and the loose end that is the Stillwater police chiff is driving me nuts. Kill him, redeem him, just do something.
Methinks he gets chosen to chase you down by the FBI's equivalent and then decides to instead join you. That or he stays true to his goals and you have to kill him.
I'm saying the process of him chasing you down is how I'd handle it and I can see Volition walking down this path, it's the most likely of outcomes. I have no idea on whether or not he joins you, but isn't he a fan favorite? Then again, they may just ignore him entirely as that's how real life works sometimes.
-Better gang customization. Whats there now is kind of cool, but it feels lacking. I'd like to pimp out indiviual members.
How about different levels of gang members and customizing said levels? Such as enforcers, grunts, etc. And you design each level of such as you want them so you know which ones to better bring on a mission to keep your ass healthy free of caps.
-Cover system. In a game where bullets will fly at any given moment, this just seems natural, no?
Third Person Shooters rarely work in this case...
Gears of War was... well, geared towards it and games such as
Grand Theft Auto and
Saints Row can't really appreciate the same effect that
Gears of War had with it. Especially considering it gets a lot crazier than
Gears of War.
But who knows? They may have figured a way to pull it off. I just don't like hiding behind cars that will explode and having a hell of a time no longer being in cover. I wouldn't be surprised if that happened a lot to me.

Hmm...
I want more hairstyles and outfits to choose from for my character. I appreciated the levels of it, but I felt some ears were lacking. Also the ability to make your own color for skin and hair, sometimes I want to walk around like a Smurf that wasn't allowed to play Smurf games because he was too tall and later snapped into Psychopathic Homicidal Smurf.
I also wouldn't mind a revamped walking selection.
I also want to attach guns to vehicles of any sort... oh like none of you thought of the
Twisted Metal Factor when you played this game.
