What I personally look for in a sandbox game is the ability to create systems. In the X series that was factory loops to create stuff I couldn't easily acquire and/or money, in Mount and Blade it was fiefs for creating money (it's usually money to be fair) and bases to launch attacks against adversaries, in Minecraft it would be systems to create limitless energy to turn stuff into better stuff.

What systems does Shores of Hazeron allow me to obsess over?

The city slowly becomes automated (outside of placing buildings) as you gain more citizens. So you can try to create a really efficient city that makes tons of money.
