Dungeon Keeper 2 is kinda like that (controls are NOT good though)

I would say Saints Row 2 and X-Wing Alliance. 1st or 3rd party shooter mission based planetside, with swoops and speeders and other SW vehicles (sandbox format) mission, travel, racing, and exploration based space sim. In the SW universe. Killin' TIE Fighters and Stormtroopers in the same game, Rawk.

Sim City + Saints Row 2 seems like a nice blend. Can I throw in the destructible buildings from Red Faction Guerrilla while I'm about it? Grow and destroy your city as you feel like it.
