It's not actually banned, it's been censored by Ubisoft EMEA, and only on Console, PC release is ok with a couple of exceptions. My guess would be not wanting to spend the cash on making different versions for different areas. Maybe PC is mostly digital so producing different versions for different countries is easier and costs less? I don't which countries get the same version in this case but generally when it comes to physical media like Xbox/playstation Europe all get the same thing.
So clearly is is time to blame Germany!...Blame Germany!, Blame Germany! etc
