I recall the Spider-Man 90s cartoon had an MJ clone that had Hydro-Man's powers. Are there any other stories where a superpowered clone was created from the DNA of a non-super progenitor?

Still counts. They were grown in a lab and implanted with false memories, and short life expatantcy. And those clones would have same over and over again. Until CADMUS turned them in to mindless drones.

That was such a good arc and it led to an all out attack at the watchtower, while Luthor merged with Braniac. I always wanted to see a Justice League cartoon that was based on Terry joining as the new Batman.

I think there have been a few elsewhere DC comics which had clones of Batman who were part bat. As opposed to cloning Manbat who is already part bat.
