It's about University Challenge, a quiz game for university teams.
It's set up with an old school mortal kombat visual, the health of the quizzer (jeremy paxman) vs the health of one guy from one team. The guy is clearly a pretty knowledgeable. Quick fire questions and answers through editing, get them right = paxman loses health, wrong = guy loses life. Guy has a huge "handicap" (he deals little dmg, paxman deals loads).
MK sound effects and visuals, the MK announcer saying "combo" etc, as well as the stonking hard and nearly unintelligible questions, and him getting them right, make it funny.
Cant we just go to the main BBC website and see this video?

Well I doubt it, iplayer can't be viewed outside the UK either. I'm not sure if it will work, but here is the link to it.

I know, it just tickles me that I can go to my living room right now and turn on the BBC on my sky package. In fact I can actually get the BBC on terrestrial as well with the right tuning. That's all really, I'm not familiar with copyright law but I just find it amusing that I can watch everything they broadcast on tv but nothing they put on the net, like the iplayer and such.

In a nutshell, UK has to pay a TV license that extends to BBC iPlayer on the internet (an on-demand service to watch shows that have been broadcast) and obviously any other internet medium. This was commissioned and made by the BBC so requires a TV license, USA/Canada/etc doesn't pay the UK TV license so it's limited.

Agreed. Actually, it's not that funny if you don't watch University Challenge. Which rather limits the audience.
