In fact most military units like to sit tight in a defensible position to rain down fire over a wide area while being protected on their flanks. They only even move to be in a better position "to camp".
If you don't want to deal with campers then go play Quake or a similar run-n-gun shooter.
I don't think a game that encloses you in a relatively small area can be deemed anything but a Tournament shooter. You were still able to employ simple tactics in unreal games and the same applies to call of duty. The multiplayer maps are built on the same principles as those of any Unreal game, meant to push away from any serious realistic strategy in favor of running and gunning.
