Basically kind of true.

The Chinese vaccines are not very effective (borderline for the normal minimum approval conditions) at preventing any symptoms at all, but they're (very likely) over 90% effective against hospitalisation and death. That's as measured against the vanilla coronavirus, of course. As we're now under the rule of the delta variant, who knows? And always remember: none of the vaccines prevent people getting infected. They just mean they're less likely to have symptoms and should be less infectious to others.

Either way, much as I'd rather have one of the other vaccines, I'd happily take the Chinese vaccines in the absence of an alternative.
