Dude, it's like a newspaper strip. The point is to do a quick, one-off joke. We're not talking about a comic book or anything here. In the last panel they choose to be cowards because they are scared of the bullies in the alley.

The punch line's not that hard to figure out. Gabe and Tycho feel pressured to make a statement about LulzSec's hacking activities, but they're reluctant to bring it up lest they get hacked themselves.
It's like the mafia in the 30's and 40's. People knew they were up to no good, but they didn't dare go after them because of the shit they would unleash on you.
