For me it is skeletons!
Why do they even have them in video games anymore? They stopped being original and scary ages ago.

Except for these bastards:

Wildlife. Animals are just not scary to me. Wolves, bears, tigers, birds, apes, snakes, etc. Doesn't matter.

The first thing that popped into my head is the Squirt from Bastion.

They couldn't possibly have made an enemy any less fearsome....

Awwwwww.

The turrets from Portal. Sure, they were dangerous, but they were so cute too. They never wanted to hurt anybody!

The old arcade game Rodland is sickeningly cute. This applies especially to the enemies. And it's not the only game like that.

Delibird.

He's so adorable but hardly a threat (if post a picture of him being cute but I can't do that anymore due to iPhones google imaging going to shit.)

Watch out, he has a helmet.
And a crotch gun, which I'm sure is threatening to somebody, low ground clearance or not.

The least threatening enemy ever would have to be the Tonberry but only the first time you ever face him.

Player: Hey what a cute little guy. He'll be easy to kill.
-2 turns later-
P: Wow, even the big dragon died before this. Tough little fella. Aww, look at his little waddle. He's coming to say hello.
-2 more turns-
P: Yeesh, still not dead. He must be worth a lot more EXP than I thought. Hmm, he's heading towards my tank. No problem there then. My tank can handle anyth-OH SWEET MOSES!!!

Even in that game I just not find animals scary. Maybe it's because I studied animal care and am around animals quite a bit.

Well I don't remember the name of the game, but it was a bullet-hell shooter I think for the PS2, and had giant teddy grams, of all things, as bad guys.

Well, since someone said Tonberry, I'll throw in a cactuar.

Hmm, how is this a monster, I'll just tear him to pieces.
2 turns
Okay, let's try hitting him with magic
Next turn
What can I hit you with?!
10000 needles
HOLY ...
