I guess it's because technically, it isn't a Ghibli film.

Sure, it was produced before the studio was founded, but it still goes under the Studio Ghibli label... which makes it a Ghibli film... technically.

Chief Wiggum as the pig? I agree that it doesn't look too much like him, but a Pig-man in a Ghibli reference could only be one thing

I immediately thought of the girl's parents from Spirited Away being turned into pigs for stuffing their faces at the banquet.

But then, I'm not very knowledgeable about the Ghibli-verse.
