Not so much "worse than tactless" as "I wonder what people will do if we made this game. Probably freak out."

It's basically a documentary using actual text and accounts of the event to recreate playing the two killers. The creator was a troubled teen himself and said he felt a lot of spiritual catharsis by getting people to understand what it was like, what they were thinking, and to not just blow it off with labels.

The media naturally just assumed it was garbage and tasteless. Watch the trailer and decide for yourself. Although not quite a sterling example of good thinking, in terms of revolutionizing what games can do or be about it was incredibly important. Here...watch the trailer.

Since were talking about the Columbine game, why don't we also mention the "Recreate the shot that killed Kennedy game." Obviously, it's not called that, but that's its premise.

It was actually made for emotional blackmail purposes - the guy said he wouldn't take it down until he got paid $2000. For $4000 he would apologise.
You're thinking of the Virginia Tech shooter. That one was, alas, not quite so intelligent or interesting.
