Well i do it because half the time the cut scenes are rubbish or just waffle about anything non-related to the game. Now yes, some are interesting and i can sit and watch entertained. But otherwise, i skip and im not ashamed to admit it.
(oh, and just because cut scenes are skipped, doesnt mean the game is spoiled)

OT: to be honest, i agree that enemies shouldnt respawn so close to you or right on top of you, and also, if your going to make a sequel, then at least make sure you alter it enough to actually grab the attention and not just alter one tiny feature but rip a tonne of the good stuff from it (eg Sims 3, made faster and yet takes out pets and half the great things of Sims 2)

Thou shalt not make unskippable cutscenes, nor single button press skipping cutscenes. Both of which are annoying (seeing it ten times is just as annoying as accidentally skipping something interesting because either I dropped the controller or the cutscene came out of nowhere while I was pressing several buttons.

Most importantly though: thou shalt not rely on either graphics or gimmicks because in time they will not be impressive and the game shall not age well.

Thou shalt not advertise anything in your game that does not happen.

Gears of War and Halo are the biggest offenders of this with their pretentious trailers.

Thou shalt not put in multiplayer achievements.

This one seriously pisses me off, not everyone wants the multiplayer, and not everyone can play it, so why should they be stopped from "completing" the game?

They get repetitive and annoying after a while.

OT: Thou shalt not tack on multiplayer. 'Tis better to removeth something completely than to putteth it in and have it beith crap.

Im meaning games where their Cutscenes are vital to their story telling, such as Final Fantasy or GTA. I once had a friend who cut every cutscene in pretty much every game he played at it drove me mad when he asked me what was happening. Gameplay does not explain everything.

I agree with you in that context. However some developers insist on sticking them right after a loading screen so every time you fail they expect you to watch it again.

It gets extremely irritating.
