That's his exact wording.
About translations being the reason for late release of the game: Highly unlikely. The story is already written before they even start the concept designs of the game, so there is plenty of time to translate and dub it. Probably has something to do with the publisher, printing the discs, making deals with retailers, shipping the goods to retailers etc.

If you have a PS3, you should look at the free MGS Database on PSN, it has literally every single piece of information you could want, as well as a timeline that links to explanations. I think so too, I just bought a 3000 with an 8GB memory card so I could both download games and play UMDs. I love the system, mostly because of the odd games on it like WTF, Badman, and Prinny, the puzzle games like Crush, Hot Shots Golf (I've been obsessed with the series since the PS1), the exclusive RPGs, and of course MGS: Acid, Portable Ops, and Peace Walker.
