"Banning" games just means you won't find them in large official retail stores like plug-ins and carrefour. But they're all over the place and they're really really easy to find. There's a major gaming store there (Geekay Games) that sells all of the games.
It doesn't really make an inch of a difference. If anything, they're just sold out often for the first few weeks because of high demand on the places that sell them, but you can get it eventually pretty easily.
