When someone says private ownership, they don't mean being able to own a TV or spoon or whatever.

She's right. Targeting a specific foreign-owned app to deal with privacy concerns would be arbitrary scapegoating, and leave the core issue unaddressed. Stronger privacy regulation would apply across the board-- to the shitty American companies alongside the shitty Chinese companies.

The danger of TikTok has little to do with privacy. The US government (and I'm sure most companies) have already banned TikTok for employees so TikTok stealing like state secrets or something shouldn't be a thing.

I didn't say there's no risk to invasion of privacy, I said "the danger of TikTok has little to do with privacy". If the danger of invasion of privacy is why I would feel TikTok needs to be banned, then I would be for banning tons of other things that collect similar data as TikTok.

Any "private" company in China must do want the government wants. The Chinese government can effectively demand the type of algorithm and content pushed to the entire populations.
