Try the National Guard Training Yard. There's a bunch of shipping containers lying next to the Armory (on the southern side). There's a Power Armor in the cyan colored one in the middle. It held a full suit of max-health (including fusion core) X-01 armor for me. It's locked behind a small master/advanced level locked fence door though.
