"Way of the Voice" Quest in Skyrim will not activate

I'm playing Skyrim again on PC, and after killing the first dragon my shout did not automatically start itself. I figured it wasn't worth doing so, so I just walked back to the Jarl to complete the quest. Now it seems the game has bugged badly, as despite the Jarl saying he heard the Greybeards shout, nobody else did and I cannot activate the Way of the Voice quest. It's apparently causing dragons to not spawn either as none of them have shown up even in the known roosting areas.

Can I just start the quest with a console command, or will that break the game? Dragon Rising is apparently complete, but I read that using console commands with that one can cause the dragons to never spawn.

Has anybody else had this happen?

Nope, but I'd consult the UESP wiki first and foremost to read up on the known quest glitches and how they recommend dealing with them, then take that action. Console commands should be fine...you're not using any mods that could conflict with the quest, are you?

Like Barbas said, try looking up some console commands. I had a similar issue with a quest in Riften once, I had done everything necessary for the quest to start but it just wasn't. I don't remember which console command it was, but whatever it was it worked.

If you can't find any console commands, do you have a save or autosave file you can go back to?

I managed to get through it with a console command. It got the dragons to show up as well, so I guess everything is cleared up. Thanks anyway!
