See, at this point I have to assume the police union is running an insurance scam on its union hall.

Was the family suing the police, or the city? Legally speaking, are they the same? I don't know the answer to these questions.
I'm not exactly sure how it works, but NBC & ABC report that Taylor's mother filed the lawsuit against the three officers involved. I assume that legally, suing officers for actions on the job involves the police force, and by extension the city.

My point was that most people generally consider justice to require those responsible to give some form of restitution, or to receive some kind of punishment. In this case, they haven't. They haven't been charged, they haven't had to pay anything, they haven't even had to admit wrongdoing.

I presume if they burn the police precinct down they might get a good deal more than this “best they can hope for.”
100% the case. The Louisville government has tried every ratfuck trick in the book to make this go away to ensure they don't have to do anything, and nothing to this point has worked. City's worried about its bottom line, not appropriately disposing of this case and controversy. This suit being settled, now, has more to do with these two things than any conception of "justice":

1. The grand jury billing is expected this week. The problem is the state may have its first black AG in Cameron, but Cameron's also a dipshit conservative Trump/McConnell dick-rider. It's more likely than not the grand jury returns with a no-bill, and if it happens that'll gonna set shit off, and the city government wants to get ahead of it.

2. NFAC showed up on Derby Day, AKA Louisville's big sporting even that gets the national attention and brings in all the out of town, out of state, money, with a lot of guns and a bone to pick.
