Yes, but if a company can't afford to make a game AND ship it out, it will be kind of pointless. Mass Effect was sponsored by Microsoft in order to be shipped out (that's why you'll never see it on the PS3) and I think we can all say that we're a little better for having that be an exclusive than not having it at all.
You know, I first became aware of Microsoft's exclusive dealings way back when the Oddworld people were working on their next game after Abe's Exoddus. They'd already proven themselves capable of producing and shipping with two kick-ass games. Then, Microsoft said "Hey! Sign up with us! We're cool!" and they did. And they actually kinda' suffered. Exclusive deals with Microsoft isn't to save money. It's so Microsoft has exclusives, so that they deny others money...like out of spite or something. It's business, and it's an act which - while not illegal - is a dick move.
Okay, dick-moves happen alot in business, but Microsoft is also super-rich with resources. They don't have to do that. And game developers aren't necessarily too poor to go multi-platform. Lots of people did it then and do it now. You at least minimize the blow if you develop for the Sony and X-Box camp, but to go absolutely exclusive smacks of something less than decent going on, even for business.
