A hidden settlement in the woods surrounding and inside of a mine. There is surveillance everywhere.
Right now, it's the local cult doin' the watching and deterring of crimes, but once the bombs drop, it'll be whoever's batty enough to live there, attack dogs and ghouls. Religious ghouls.
And probably some irradiated bears.

New Houston, might as well rebuild this place all the way, Texas made it pretty well as it's own country for awhile, maybe it's time for a second go. Except in my town it's the new capital of the Republic of Texas, it is rebuilt to it's now counterpart, and it is currently in a very tense relationship with the NCR over their expanding territory and are worried they may try to invade the RoT. And we'd have REAL Rangers, that were all like clones of Chuck f***** Norris.
