From what I have heard on that video in particular is that the Chinese do not have a good samaritan protection law. Meaning that you can get sued for trying to help out.
Not quite. In fact, it's worse than that. In 2006, an elderly woman was injured. A man called Pang helped her and took her to the hospital. She then fingered him, saying that he did it. The judge in the court then agreed, saying he would have only helped her if he felt guilty for doing it. As such, legal precedent was set that if you help someone, they can sue you for medical costs.
It's almost an anti-Samaritan law. It doesn't help that later, Pang admitted he had in fact done it, but by then, the damage had been done and that is the law since. Since medical costs in China can be prohibitive, and the average wage in China is $500 per month (for a middle class family), it's frankly not worth getting involved.
Add in the one child policy creating an atmosphere of "If I die, who will look after my family and parents?" due to a lack of siblings, and you get parents telling children to never get involved, to only look after the family.
It's a seriously skewed system, a perversion of Chinese law, culture and tradition that is the largest aspect I find sickening in my studies.
Regarding the girl who was run over twice, it actually became a massive news outcry in the country; "How could we be so heartless?" they said, and bemoaned, but the law is what it is, and actively punishes those who take an outside interest.
I have good news; the girl did live, and is apparently living a normal life.

Ah, yes, her. She was also Chinese. She was also universally hated by the Chinese at the time, and harrassed for it in a way that only the Chinese can do; so if it makes you feel better, she was heavily punished, and still is. I believe people continue to ruin her life for it.
She claimed she was having a mental breakdown, and she has mental issues; however, she will likely never be checked out as China has a massive problem with perceptions on mental illness and to get a diagnosis is to lose your job, husband and respect. It's a serious problem in the country, but very slowly improving.
