Well all of your guesses on "panini" are wrong. It's actually "paniki", and it's the Tagalog (Filipino) word for this:

This is one of those stories that sounds like it might be bullshit, or its misinterpreting something. Like that story about China showing a big screen picture of the sunset since there is so much pollution, turned out to be an ad for a resort or something.

What you are seeing is what happens when you combine wheel of fortune with torture.
It turns out that cops here in my country the Philippines are using this twisted version of the game in order to extract information from criminals (mostly suspected drug traffickers)and also to have fun at the same time. (I wish I was making up the "having fun part".) Because of this 10 police officers are sacked and now under investigation.

This happened in a (not)secret(anymore) PNP facility in Biñan, Laguna.
Under this "game" 41 detainees suffered through this, and this works by having the victim spin the wheel and wherever the pin stops that's the punishment they will get. For example: The 30 or 20 second Manny Pacman (based on the Filipino boxer Manny Pacquiao) means that the victim will receive 20 or 30 seconds of non-stop punching. Another one is the "Paniki" (Filipino word for bats) means that the victim will hung up-side down and for how long depends on where it stops. There are also the "zombies" and the "duck walk/ferris wheel" although it's not said how they carried it out.
In case you're wondering "tusok ulo" means,it's inserting something on your head. Which part of the head?, I don't want to know.

As a Filipino, this shouldn't surprise considering we have news about 6-10 year old girls being raped and killed in this month alone, but damn I know drug traffickers are horrible people and using torture to get info out of them is not new to any country, but they are still human and have rights but having fun while torturing your fellow man is just wrong.

Considering my country already suffered through this during the 70's under the oppresive Marcos regime, I thought people will be a lot more sensitive and respectful. Apparently old habits die hard.

You know the funny thing is, my government's tourism department's slogan is "It's More Fun in the Philippines!"

So apparently in this case, it's more fun to torture your fellow man in the Philippines.

I am pretty sure some of you will say "This isn't new!", "It happens all the time!" "China is worse!".
Maybe, but unfortunately for the policemen involve it got exposed and got known to the public.

So yeah that's another everyday event happened here in my country the Philippines.

it refferences a boxer. Basically the person was punched for 20 seconds.
